Trying to understand difference between 2 settings

Can someone please explain the difference between:
"Do not set per-Scene plugin configuration data" vs "No: Do not set plugin configuration when changing to this scene"
on the Scene Command page?
Why might I want to use one setting choice over the other choice? etc...

The first one is global. This plugin will never change it's configuration in any scene in this rack. Normally used for samplers (Kontakt) or slow loaders (Omnisphere).

The second one is per scene. So, this instrument will not change it's configuration when changing to THIS scene.
