Implementing VMI (Virtual Midi Input)

From the Forte 4 User manual:
Forte also supports zero-output VST plugins (for use as MIDI processors using Virtual MIDI Input).

I would like to use a "Zero Output" VST as a channel switcher in a multi keyboard setup. But have searched the Web extensively and don't see what product to use. Can anybody recommend a "Zero Output" VST to use as a channel switcher "?

Could you describe in a little more detail what EXACTLY you would want the plugin to do?
